Later that year, the two governments signed the Bougainville Agreement, which brought the island autonomy within Papua New Guinea. The PNG government promised full independence in five years, but failed to keep its promise.  For the rest of the 1970s and into the early 1980s, relations between the two remained tense but relatively peaceful. In 1981, a new dispute over the status of the mine, which served as the basis for the violent conflict of 1988, resumed. The BRA has carried out violence against the provincial government, including the assassination of John Bika, Kabui`s Minister of Trade and Liquor Licensing. He had supported the compromise agreement between the Bougainvillea and the government. One of the conditions of the peace agreement was that a referendum on Bougainville`s political status be held within 20 years, scheduled between 2015 and 2020.  In January 2016, the government and the autonomous government of Papua New Guinea agreed to create the Bougainville Referendum Commission. The Commission has been tasked with preparing a vote on the future political status of Bougainville in 2019.
 In late November and early December 2019, a non-binding independence referendum was held by an overwhelming majority.  On April 10, 1886, two years after the founding of German New Guinea, the United Kingdom and Germany agreed to divide the Solomon Islands archipelago into spheres of influence. As a result of this agreement, the islands of Buka, Bougainville, Choiseul, Santa Isabel, Ontong Java, the Shortland Islands and part of the Florida Islands were placed under a German protectorate (protected area) officially founded on October 28, 1886 by the commander of SMS Adler. On 13 December, Emperor William I issued the New Guinea Company a statute regulating the protectorate in accordance with existing rules for Germany-New Guinea.  The rest of the archipelago became the protectorate of the Solomon Islands, which was not officially founded until 1893.  The current border between Bougainville and the country of the Solomon Islands was established as a result of the tripartite convention of 1899, during which some of the Northern Islands were ceded to the United Kingdom in exchange for German control of Western Samoa. The Shortlands, Choiseul, Santa Isabel and Ontong Java were included in the assignment.  In 1990, Prime Minister Rabbi Namaliu of Papua New Guinea agreed to withdraw troops from Papua and assist international observers in disarming the R.B.
The agreement was signed by Sam Kauona for the BRA. The police feared attacks from the local population and fled. in addition to the BRA control island. There was an attempted military coup against the government in Port Moresby after the withdrawal attempt. He was defeated.
